gale needs a weapon with high/medium range to benefit off of inhale otherwise you wont be able to catch them after feints the weapon itself is good but it doesn't synergize with the attunement
ur right abt that, although i feel like if he actually used his lightning (static fakeout talent) he could m1 feint, teleport behind them (yes fist is fast enough to fit a feint in between the time u finish ur parry and still have frames where u can proc static fakeout) then use the critical itd be really hard to roll cancel out of the way. just an idea

This is the "snowy" area you are talking about. However because your new you probably wont know how to clear it, so yeah you gotta wipe/jump off and do another build. Layer2 is meant to be done when you are more experienced in the game/higher level.

22 dmg at 75 gale and 25 light (0 proficiency) is pretty low. Buff the base dmg and crits dmg, thats all the wep needs
