Hello, Yes as this is a layer of protection for the motor. Without the bag, all of the dust and dirt will clog the main filter and restrict the air flow to the motor. This will cause the motor of the vacuum cleaner to burn out.
We would not recommend to use garbage bags. There is a high risk that the plastic bag may either get sucked into the motor or block the air flow to the motor. There is also a high chance that the dust would not be captured properly and it would also be sucked into the motor. All these scenarios would lead to burning out the vacuum motor.
The Blue filter can be washed but we wouldn't recommend doing this too many times as it will take some life of the filter away each time. If you do wash it you need to make sure that it is completely dry before reusing it. The bag cannot be washed they are disposable.

would the HEPA filter in the WD2 and WD3 work on the WD1?
No, the cartridge filter for the WD1 is larger in size than the WD2 & WD3 so it would not fit.
