well the military had the CLEAR order not allow parlament to vote, and they didnt do it, they did not use weapons, from what i hear from korean friends most of the guns was trainings guns the most of the others not loaded. they went tehre like they was ordered but none of them had the idea to shoot their own people so that in the end lead to the fast end of the coup. if the military would have backed him this would not have been over, there was clear arrest orders for several of the people who voted in the chamber and the military did not arrest them.

So whatever treaties that were signed back then are probably still in effect since the war is still on going. And since it was the US who took the lead role along with the S. Korean and other UN troops, they are still the command leader if the seize fire is lifted and the war starts up again.
