Actually the alert is real, but it was a false alarm, caused by hackers, I am going to presume the ENDEC had a security failure causing someone to broadcast this alert on multiple stations, even news station I believe in La Crosse, WI decided to play the video and it RELAYED THE ALERT over THEIR endec.

Later, governor J.B. Pritzker expanded the area to 2 miles and recommended people nearby to wear masks due to the possible air quality issues. No fatalities, 2 non-fatal injuries. No contamination of the local area. The cause of the fire is not known exactly, current hypothesis is that a maintenance error allowed for mineral oils to be spilled, which sparked and caused the fire.
Rockton resident here: checmical plant exploded, spreading a bunch of toxic crud everywhere. Friends talked about how they could feel the ground shake, and the roads were littered with little fragments of god knows what. I was in college when it happened, but it was a pretty big deal.
