Yes you can!
It's called " 北海道&東日本パス " and you can buy it at any JR East or JR Hokkaido station that has a Ticket office.
There is no official English name to this ticket but if you say Hokkaido and Higash-Nihon pass, they would understand.
You can only buy it during specific periods of the year
2/20 - 4/16, 6/20 - 9/24, 12/1 - 1/4
↑this is when you can buy it.
