So basically you can have an elderly group home too with a home manager as well. In some States it's about the Language of it as well when it comes to your zoning as well
Yep exactly, the phraseology is different in the different states, which causes some confusion; you also wan to be careful on how you talk about care homes/facilities when talking to zoning to make sure it's clear what you're trying to do.

I would check with your state to make sure, but you should be able to do that. If one of the individuals is a family member though you won't be able to get reimbursed for them, there is a law against that - anybody else though is fine. Again, double check with the rules in you state before you get too far down the road.

Good questions and thanks for the kind words! Medicaid rates will depend on the state. In UT, for example, I see rates are around $80/day for normal assisted living, however in ID, we have residents with daily rates of $150+ (depending on the care we provide). Finding rates can be difficult, but if you do an internet search for something like, "Medicaid daily rate for assisted living in [state]" you may be able to figure something out. The next best thing would be to see who the Medicaid governing agency is in your state (another simple internet search for that) and then reach out to them for some guidance and direction. Generally you're looking at a department that handles welfare though (e.g., health & welfare, welfare services, etc.) You'll want to note, if you're doing Medicaid, you'll have to have a licensed home/facility; you cannot get certified for Medicaid without that license.
It really is going to depend on which renovations you need to do to the house to get ready to be licensed and what you find in your underwriting is your operating costs. Your probably in the ballpark of $40K-$100K, but it really depends on each circumstance.
