Will this work on a small piece of rubber like a rubber band?

Rubber bands are not generally made of urethane. We would recommend testing a single-component adhesive for that application.

I'm late to the party here , but will this only work for urethane molds?.......what about silicone?.....tin cure and platinum cure?

For Silicone molds you're going to want to use a silicone adhesive. Sil-Poxy by Smooth On is a great choice. It can be quite messy compared to Ure-Bond if you're unfamiliar with it, so you might also want to purchase some NAPTHA and a paint brush so that you can clean any of the excess silpoxy off of areas you don't want it.
I don't recommend using standard platinum silicone from a hardware store to repair tears in molds. You can make molds out of it and they'll turn out fabulous, but it doesn't quite work to bond torn silicone.

Can this be used to repair urethane foam as well, like flex foam-it?
