If anyone asked me, there are two principles you can follow when creating a costume or any character in general: create a color scheme balanced in a way that's striking and combined with a memorable symbol or icon that can be used to represent the character properly, or giving the character a distinctive silhouette that makes them stand out even when you can't see them clearly. If you can't do either, you can't do character design.
My interest was peaked when you started talking about good costume design for a superhero character. Would be interested in short one-off's on similar topics, like what makes for a good developed side character or what makes a good villain design.

Arcade is one of my all time favorite villains. It's not because he's most well matched or likely to kill anyone off, but rather it's because of his joy and extremity in creating all out self enclosed worlds: often as buildings, parks and games. The giant pinball machine and the claw machines filling with water may, respectively, just be the best funwise and sadistically. He toys with the heros and with actual toys. Most notably, Arcade's ability to bring heros into new worlds and scenarios without the use of virtual reality, a parallel universe, or any other form of alternate reality was really refreshing and clever on the part of artists and writers. It was just good, "clean", goofy madness a bit reminiscent of Spiderman's foe Mysterio, but taken to another level. It also led to somme of the darkest moments of Marvel characters looking inside themselves about choices they suddenly realize they aren't able to decide between. It was a strange balance by a thread.

TBF Death's Head story is very interesting, both in the real world and in the comics. DH1 was a robotic Dead Pool, a merc with a sarcastic mouth and an ability to break the fourth wall on occasion. He was created for backup/filler strips for the weekly Transformers. He became so popular he got spun off, appearing in DR who and his own comic. ….Then he got 90's and Marvel UK got permission to create it's own Marvel UK imprint.. that's when the 2020 start, Marvel UK got permission to interact with proper marvel characters, but were advised to keep it to a minimum. We got the CYBERPUNK inspired marvel UK 2020verse using the previously established Machineman 2020 and IronMan 2020, and I lLOVED it! DH 1 was damaged but by 2020 they managed to use the tech to create DH2.0 and that's the dark, predator faced version that got more popular. Oh the reason why there was a 2 year break between DH1 and DH2.0, Marvel lost the licence to Transformers and a legal battle ensued, because he was created for an out sourced licence, and he was actually Marvel UK's most valuable property.
Well, maybe, but this was a UK title, so getting an American artist seems a bit unlikely. Nonetheless, there are tons of great artists in the UK, so I don't get why the best they could come up with was this.
