Go to woo commerce setting there you will see terms and condition page option.. make a terms and condition page and select that page from woo commerce setting
For privacy policy go to normal setting which is in bottom of the dashboard and there you will see same thing.. first make privacy policy page then select that page

I rolled back Return and Warranty Management System to version 1.1.2 and it works again.
