I don't think no one was there for Natasha's Memorial as we can see things people left behind in her memory. And Yelena came after memorial because of she is in hiding or she is working for Valentina.
I think that is a personal memorial built by elena where Natasha's mother might also been buried. That is why the tombstone reads, daughter sister avenger. The actual public black widow memorial built by the Avengers would be grand.

We love how scarlett Johansson portrayed the black widow before the civil war events cause that time we used to enjoyed her beautiful walking stlye that blows off every man breath, marvel portrayed her in very provocative ways . After the civil war events she realized what's the actual cost of family thats why in this movie she looks serious and her behaviors also the same. I loved every scene of it when scarlett Johansson appears on the screen.
