You should have took in consideration of evolutionary methods ngl, as some Pokémon either have way too weird or convoluted evolutionary methods that make them pretty bad picks for a starter (trade evolutions, using a stone, etc), evolve at a way too early or late level to make them consist with the official starters, or they never had an evolution until a later generation so it would be kind of convoluted to include them.
