And if you are applying for work visa then you don't need marriage certificate but your spouse will need it for sure to get dependent visa on the basis of your work visa

All documents from India needs to be notarised, Apostille stamps required everywhere, even birth certificate ; marriage certificate etc ( at least that was, how it was many years ago, when I moved to Belgium)
Firstly Apostille is needed for required certificates to be recognized in other countries. So age should not matter and Apostille needs to be done if asked for baby's certificate also. For us, Apostille was mandatory for PCC and Marriage Certificate. Bruge is a small town. So only 2 major hospitals here. Gent is bigger and have more hospitals. But you should have good knowledge of Dutch.
