Public transport and cycling facilities are garbage in Belgium. The only places there's any remote investing in these transport sectors is the city centre. You lose so much time using public transport that t's more cost effective to buy a secondhand car to move around so you can spend your time on actual activities instead of wasting time while waiting on a bus or tram. The bicycle lanes are mostly tiled and barely maintained versus paved, it's definately not "excellent". The bicycle lanes are exposed to heavy traffic, such as buses and trucks as well. If you want to be safe, take the car.
