Based on the text of the song, it is about the Cossacks who went to war and understood that they would not return to their native lands. Reread the text carefully.
And the "falcons" are about the Cossacks. In Ukrainian language, the word "falcons" is used for brave men. Warriors.
Аfter explaining the meaning of the word "falcons" - I think the song will play with other tones for you
Ukrainians, in principle, love birds very much, and there are many metaphors between birds and people. We have many songs about falcons, about nightingales and cranes

It's one of many slavic songs about soldiers going to fight and probably not to come back. The song uses the falcon as a medium to describe in a way their home town and therefor the whole of Ukraine which they had to say goodbye. It's not the first nor the last of such songs. Typical for the Ukrainian theatre of these stories is the image of the "cossack" who is brave, dutiful, loyal and who will never give up the fight for his land. Even the national anthem has elements of this theme.
This song in particular is extremely popular in both Poland and Ukraine and has become a bit of a symbolic song in the support of Ukraine's war effort.
