Starting an old abandoned lull 544-22 forklift fork the 80’s that has been sitting for 25 years will it start??

That seized lever is def your foreward and rev

they are not hoses they are cables the make it shift and they are stuck. and the lever ahead of the steering column lets you change the steering from rear steer to crab steer or 4 wheel steer
