Can't tell you how often that happens here in NYC. There was no reason for him to turn to the left towards her because that intersection led to a one-way right or increase speed. Happened to me 4 days ago, luckily no one was hurt.
The camera angle and height was perfect to cover what was in front-right of the Range Rover. The RR driver was impatient going around a taxi (you can see the ad fin at top of RR roof & yellow car thru RR windows at 0:46) that was trying to turn right but waiting for peds. So RR cut left to go around it.

You must have cheated on your written exam because that's basic info. Defending entitled and dangerous behavior is just silly. Also, where is her helmet? Riding @20 mph + with no helmet is just asking for serious head injuries.
