When she achieved miracle ending (Higurashi 8th arc or season 2 ending IIRC), she became witch of miracles.

Bern is Rika, as much as the "culprit" in Umineko is their witch self. I believe that was the whole reason for the parallel. Even though both the human and witch counterparts may have the same, inextricable foundation, they are different personas, or different "people" with separate planes of existence, personalities, goals and motives, etc.

I really regret I payed Higurashi after Umineko, I didn't catch these references and also because Lambda spoiled Higurashi's plot with the whole Rokkenjima Syndrome thing lol. (I'm really glad I just remembered this dialogue after everything was explained in Higurashi)
It's technically not confirmed and there are some holes in the connection. But they look the same, Rika has a line referring to herself as bernkastel, and Bern's origin is suspiciously similar to the events of higurashi and this line exists. So we can all assume.
This whole Lambda and Bern thing in Umineko reminded me that Simpsons episode where Willy and Skinner are interrogating Lisa and they start mixing their roles of "good one" and "bad one"
