According to the TFwiki, he's a clone of Refraktor. I guessing that he's an experiment from the Decepticon scientist Shockwave. -Scrapface looks really cool. Mostly in the color scheme department. His metallic blue looks is awesome. His red/white/orange/grey part of his color scheme looks cool for the character.

I really dig the fact this is a very versatile figure that can be repurposed in different ways.
Getting GIJoe Scrap Iron vibes from this color scheme, which is quite nice like you said. Overall it is just a great mold and wouldn't mind more repaints of this character in the years to come.
Is he worth getting if you only want to buy one copy only? There is this UK toystore that are reselling the Wave 1 WFC but in limit quantity. I don't intend to buy three of him as that is too expensive (already bought Sideswip and Decepticon Mirage while Hound and Chromia are soldout). His non camera mode alt is kinda meh but I see it more as a spaceship from Homeworld!
