Which we use in dry density formula r/(1+w). We will get 98.47% compaction petcentage

That moisture meter tells you the moisture content based on wet weight, but the moisture value that you need for this calculation is based on dry weight. The dry-based moisture content will be higher than the wet-based moisture value that you used, leading to a lower calculated value for your percent compaction.

Moreover, it causes waste of machine power and manpower which is undesirable
All of you need to go study again. It is very very very very possible to get more than 100% compaction. Make your research good before saying “impossible”
And please make a video on this topic including how to set fly tbm and how check levels of earthcrust layer wise top and bottom level individually like subgrade, gsb, wmm, bm and bc from any of my fly tbm and how set existing road top level on newly constructed road
