I hope they will get back together again in season 3. And I'm not saying this because I like them, but really, both mia and erana are such very good actors. It's much more about "what could happen after the island". Shelby is probably dreaming of a future where Toni forgives her for what happened on the island and that they can be together again. You can clearly see that they already know each other. What I also find worth mentioning is that this scene is exactly the opposite of what we saw in season 1. In season 1 Shelby is competing in a beauty pageant and has to be perfect in every way (Which you can see by her perfect clothes and perfect hair) Here she is crying out of guilt and sadness. Her father sits in the audience and watches her skeptically. He is the person for whom she has to be perfect and has to pretend to someone else in order to be loved. In this scene in season 2 she is much freer. She performs in a bar, not because she has to, but because she wants to, and she performs songs that express her feelings and her true self. Something she was never allowed to do in the past (her clothes and hair are also much "wilder"). In the audience now sits Toni, who loves and accepts her for who she is. Through her, she has learned that she does not have to be perfect to be loved. Shelby cries out of relief and joy when she sees her. Later we see her in the dressing room with Gretchen, who gives her a choice, and shortly afterwards Shelby wakes up and screams into her pillow out of despair. This all implies that Shelby is one of the spies Gretchen has planted among the teenagers and Shelby doesn't seem really happy about it, but also doesn't seem to have had a better choice. All in all, the scene shows how much the relationship with Toni has changed Shelby and how much freer she has become as a result. At the same time, it also shows how much Shelby loves Toni and wants them to get back together, but doesn't believe that this might happen because of the arrangement she has with Gretchen. (or she still thinks Toni would never forgive her for what happend to martha.)

She’s too loyal and loves Toni too much to intentionally betray her. I also can’t imagine them getting off the island without someone on the inside. I think a big part of the third season would be a game of wits between the girls and Gretchen and her team.

I assume this is how she sees herself in the future, away from her family and making money by performing at bars, and in this moment her and Toni meets apparently for the first time in a long time. After her performance Shelby asks Toni to meet her backstage in five minutes, but afterwards when Shelby is waiting for Toni and someone is outside her door, it appears to be Gretchen and the reality suddenly kicks in and she wakes up.

In the dream i think its just as simple as that toni happens to track her down and find her at a bar, hence how shelbys face lights up when she sees her in the crowd. A chance for a reunion after shes finished, hence saying to give her 5 minutes. And then cruelly stolen by gretchen turning up in her dressing room and asking her to choose.
