I came here for the exact same thing. It's such a simple and short commercial, but for whatever reason it is so vivid in my childhood memories. Merry Christmas!
I actually like the Cat in The Hat movie- so did my sister. We grew up watching it a lot, mainly on long car trips. My dad didn't like it, but that was because of everyone in the movie screaming.
Except, they're coming back and laid off employees aren't happy about that. Although, Canada and Japan still have some locations open seeing this only affected the US and UK.

Sigh. I have to go over this with everyone, don't I? I do not have ANY cable stuff. At all. I grew up with local TV only. And if I had Cartoon Network stuff, I'm pretty sure I'd readily know anyway since although I'm rocky on what adult stuff I have, I pretty much know every single piece of kid stuff I have.

I like KMBC-TV.
Does any channel show Christmas stuff the day after Christmas
Unfortuantely, many Christmas commercials are played up to THREE DAYS after Christmas.
Try and find some cartoon network commercials from your tapes from these years 1999 2000 2001 & early 2002.
