To stop the water freezing, either place bottom slabs to waterlog them or go up to build limit and place glass panes to stop it forming. You'll hardly notice glass panes all the way at build limit especially non stained
Interesting trivia: water wheels in mills are turned by the water running at the bottom, and the way to stop these is a gate blocking the water from the wheel, allowing the water to go by in another channel. Inside, an upright wheel rolls around the top side of a flat, round grindstone grinding the wheat, with chutes dropping the grain onto the flat wheel, and the flour collected in bins on a lower floor underneath. Gorgeous mill house! In re: ice….is all the water moving? No source blocks? I believe moving water won’t freeze, but I could be wrong. The hill slope behind the wheel could be engineered, perhaps, so the water hits the wheel on a fall angle and continues dropping, a block at a time, past the wheel. Otherwise, maybe lights under nearby blocks/trap doors would work? Those lanterns look nice, though. To my mind, they make sense, as well. Someone maintaining the wheel could have a very good reason for needing those lamps. If you find you want a slight detail on the waterfalls, maybe spiderwebs denoting splashes here and there would suffice.
Very cool build! There are several good suggestions for the ice issue, but here's a different idea: if you raise the water level behind the wheel a block or two, you might be able to step the water down every 7 blocks so that you don't have any source blocks and the water is always following.
I think for the pool at the end of the waterfall a nice touch might be adding some andesite in the stone? So it adds a bit of something but it doesn't overpower the scene!
Love this build. Maybe some glowstone under certain parts of the water with some light gray carpet on top? But your lanterns look like they are doing a good job. 👍

Hey! You can even try replacing the dirt the water is flowing over with brown carpet to try and match the surrounding color and stopping the smoke from the campfire
Filling your farmer with seeds don't work since the farmer will compost any surplus seeds into bonemeal, thus emptying out its inventory making space for picking up the wheat. The solution is to either fill the farmers inventory with 7 stacks of beetroot, which it can neither plant nor compost, or block off the composter with horizontal trapdoors all around it (8 in total) to physically prevent the farmer from reaching the composter and thus not allow it to compost the surplus seeds. If you don't do any of this, you'll have to wait a tremendously long time for the farmer to fill up its inventory with bread before it will drop any harvested wheat on the ground. The hopper minecart under will still be able to pick up some if it happens to run under the wheat in the exact moment it gets harvested but this is a really unreliable and inefficient.
I love how the house and the water wheel look so chunky and blocky together, and then the little tower poking up takes away enough of it to look perfect. Great job, you really know what you're doing!
The mill adds a lot to that area! I like the orange-ish roof, makes it stand out but not too much. It feels to me like that pool of water just needs to have a stream coming out the other side that continues on to the giant hole and connects it all together.

For the little cave under the waterfall, maybe consider breaking up all that stone with some moss and glow better vines? Might help it blend into the surrounding grass land too. Just a thought. Like Metricate suggested, try using bottom slabs - and even stairs to prevent the water from freezing where you don't want it to. Perhaps you can try going to deep at the ledge where the water falls from....
For the ice problem you could put waterlogged slabs to the places you don't want ice to form so the water won't freeze, the water will still be running and from far away it won't be noticible, even if I think it won't be noticible closer to the waterfall

To fix the edge-water blocks. I assume most of the stone will be snow covered cuz snowing. So put glowstone under layers of snow along the edge of the pond so that the edges don't freeze
The "things that turn inside of mills" are the actual mills, and they are not to mix the wheat, but to grind it. If you want to add yet more realism, you will need a millstone. Some sort of wheel (grindstone?) grinding the wheat and attached somehow to the center part would do the job. That full pond being fed by the waterfall looks as if it is about to flood the village. I did not know that villagers could pass through walls like that to get into minecarts!
I wish red sand was more plentiful, it’s such a nice looking block but it’s hard to get in large quantities. Also the farm makes bone meal since in 1.16, farmer villagers will now use their composters to compost seeds

I think that you sould place randommly some moss on the area near the waterfall and the river it would make sense and you can use glowstone and place moss carpets on top of them to stop ice from forming use this only at the edges so you would still have enough ice clusters or whatever it s called I cannot find the correct word for it it would stop the formation of ice as well as will give a look that indeed the river has been there from much time
I have an idea on how you could get rid of the ice without adding the lanterns. Could you hide a campfire or some soul sand blocks and hide them with a slab? That way, it could keep the ice from forming while also kind of looking like bubbles/water coming off of the wheel
In regards to the freezing water, waterlogged blocks can't freeze, so anything you can place down into the water to make it waterlogged, will prevent that source of water from freezing. This is ofcourse not the optimal solution since it will result in every block of water being littered with stuff but in some areas it might be usefull.
And in regards to the waterfall cave and not using alot of halfslabs, stairs and whatnot to texturize it, the answer is moderation. It does not have to be overdone, just a tiny bit here and there will go a long way and it is okay if some areas stand out relative to others.
Love the water wheel! I’m on bedrock so I’m not sure it it’ll work for you but can you hide torches under a slab/stair or something similar next to the ice?
I think, as of 1.18 and mojangs parity thing, the villagers now use the workstations. I noticed my farmer was producing bonemeal with the composter too, my cleric used the blaze powder stored in the brewing stand and for some weird reason, they were trying to breed with seeds. I play Java, in 1.17 villagers did not use the workstations like a player would.
well, all I do to stop them from freezing is to put trapdoors... but I guess my suggestion isn't going to be aesthetically pleasing so just disregard my suggestion. I also have the same predicament since I built my base on a cold biome.

I think, glow lichen can be waterlogged. so you could maybe alternate bottom stone slabs and glow lichen to stop the ice from forming

Marloe, you are getting bonemeal out of your farm because the villager is putting in stuff in the composter, which the minecart is also taking ;)

Waterlogged stone buttons will look like small stones in the water and prevent it from freezing.
I saw someone use magma blocks to prevent ice, it only stopped it for that specific block though.
Could seagrass or kelp help against the frezing water? For some spots where the light doesnt reach. Love the builds!
