Most cache files are there to help applications launch more smoothly and reduce loading times, so deleting them is not the best idea. If you guys ever noticed, These so called "optimization" usually just trim RAM and remove temporary files/caches files which doesn't really give benefits, actually the opposite, as apps need to write/read unnecessarily and take a bit longer too. This affect even worse on game that have high shader cache, u need to wait several minutes at startup of the game to recreate the caches, which uses high CPU usage and unnecessary write/read disk. It only happen when you open the game for the first time/delete the cache files. These cache are impirtant so the game can run smoothly, well optimized and without stutter. Linux actually prefer their system to have alot of caches as its speed up their overall system. There's a reason why Windows and other Osses create cache system in the first place, especially the early era of the PC where they use HDD/Floppy Disk, as its significantly speed up for them but its still have affects on NVME as well.
Yeah, I've seen some people not able to get it probably due to regional restrictions. Some have tried changing their region to US and they can download it but I'm not sure how to. Hopefully that shows you some direction!

Deleting files does help if you have very minimal space for your computer to generate useful cache. Nonetheless, the PC Manager doesn't just delete files, it reduces memory usage and shows you the amount of startup apps that you have which also slows down your PC.

We live in an era of ssd and nvme storage we don't need to clean it to boost performance like it was with HDD drives. Plus when you are gaming, windows enter the GAMING MODE which suspend unnessary services that can slow down your system.
