A better barometer is debt service to revenues per GDP. If you are able to make enough revenue to service interest and principal, it is okay. That is why most companies borrow money to operate and expand, and why people take mortgages to buy a house instead of outright: many will be dead before they save enough for outright purchase. This is simple economics 101.

Revenue that states generate in third world countries are low and that is one of the reasons they remain underdeveloped. They simply don't generate enough income to invest in education, roads, health, education, etc. because people just don't pay taxes. So countries need to create innovative ways of generating taxes. Even here in the US, people pay taxes on almost every transaction including phone, electricity, internet, fuel, purchasing of goods and other services. Any service the govt provides, someone will one way or the other have pay for it.
