Well, I think, one would be guided by his moral values and, as much as he/she can do, will try to get things right. He/she may even go as much as become a whistle blower. He/she may become an important part of the informal communication channel/group within company, become an authority that many will listen to. But if it gets to that level, most likely the individual will leave the company. In rare cases, the culture could change, but I believe it is conditioned by the top leadership.
