Do special moves incur the 7 extra frames of lag penalty? sometimes i use down special to change my fall speed to mix up against an opponent who is expecting a specific fall timing from me.

I do not believe so! The main issue is just that you can't fast fall with them. But using bucket to mess up timing is definitely valid!
