There is the "welt technique" which works as you describe. That creates a fold in the fabric. This is a welt texture, where the goal is to create a bump in the fabric, but not a fold. ;)

a true welt stitch connects the knit edges to form a roll, it isn't just changing from knit to purl.

Wouldn't it be easier to explain this as rows: Knit, Knit, then Purl and repeat?

I'm confused, your discription is the stokinette stitch and will not look like your finished swatch?
