He's telling Moo about the vote without explaining what the goals even are. Allowing or refusing the commissariat means nothing until you know that the commissariat members pass or sabotage the bills and the wins are by passing (loyalists) or sabotaging(dissidents) enough of those.

To be fair, everyone screaming and shouting out random things and mixing up things can make things confusing, even with the instructions. But yeah.
when you're trying just to have fun at the game with your friends, you tend not to try to understand much of it and went in blindly without a single care.
that's just me tho, idk about Evan, but he used to be so good at video games.
I think Evan prefer to understand it more from his friend rather reading it himself.
