This is how Mjölnir works. If the person is worthy, he can lift it. But Mjölnir isn't heavy, it just stays in a fixed position. That's why when Thor hangs it on a rack, it doesn't break. Either you're worthy or you aren't, there are no exceptions. Plus, Odin lifted the hammer so, that's another person in the cinematic universe to lift Mjölnir
Actually, in Avengers 2 you can see that the hammer slightly moves when Captain America tries to lift it and they show Thor's reaction to it. It's one of the funniest parts of the movie.
My take on Thor's Hammer: An ancient technology that using space locking tech that is able to adjust as things around it move. Like a planet or an elevator. I think I saw it just floating in the air at one time. Bonus: I think that Magic is just an ancient technology that works on the quantum (or maybe subquantum) level. It has so many lines of code that can adapt and create new lines of code when needed. (Mostly because mixing magic and Tech in the same show doesn't make sense to me, so I invented a reason to make it work so that I can accept the fictional universe). And there you have it.

No part of him is actually living. He's only a machine.

I have no knowledge of the Superhero Thor's Hammer but according to the sagas the fact that only Thor/Donar/Tjonger/Stavo (however you wish to call him) can use Mjöllnir is due to Thors massive strength. Appartently Thunor was extremely strong since his youth and Mjöllnir was just massively heavy. Two magical dwarfs were needed to create the magical Mjöllnir and it is said that they made a slight manufacturing error, due to Loki annoying them they accidentally made Mjöllnir one length-of-a-thumb (basically an ancient Inch) shorter. The sagas do contradict each other a bit when the story of a Giant who had stolen Mjöllnir was told, for that implied that it was possible for creatures other than Donar/Stavo (however you wish to call him) to pick up Mjöllnir and take it away. Thymir, who had stolen Mjöllnir, was one of the ancient Giants who were also known for their great strength, although most Giants feared Mjöllnir. So in the ancient sagas it all depends on the strength of he who wishes to pick up Mjöllnir.
In addition, without the enchantment, Mjolnir only weighs about forty-two pounds, which is why Thor is able to place it in Loki without crushing him, and on tables and that jacket hanger

For Cap's powers, I was under the impression that, technically, no, he has no powers. All his abilities are simply at the very height of human perfection and what a human can do.

He didn't fail to lift the hammer, he stopped. Everyone was getting drunkish except for Cap, who can't get drunk. There was a bet that whoever could lift the hammer could rule Asgard. Cap wasn't going to steal Thor's kingdom over a drunken bet, which makes him all the more worthy
Thor's hammer isn't actually heavy, in Marvel comics universe it's like 42lbs, it just manages to not give it self to anybody.
