The Boy and the Heron is based off Hayao Miyazaki and his son Keisuke Miyazaki about how he wished his son would follow in his footsteps, but his son isn't really cut out to take over Studio Ghibli after Hayao's retirement. Hayao has not found a suitable like-minded artist and storyteller like himself to hand over the reins of Studio Ghibli, so he sees it crumble after he actually retires for good and never return.

But you still got the year correct in the end. Because in a later scene of the film Shoichi mentions the fall of Saipan which happened in the summer of 1944.
