I know this video is from 2011, but following or going where the action put more lives endanger . It's not illegal to monitor poilce or fire, but to physically go to the area in question is illegal and can put you in prison or the morgue.

If I understand right, it's officially illegal to use a scanner in a moving vehicle in the entire state New York, unless you really need it, eg. if you're a policeman or firefighter.

Nah you can have any license. Most people think it's only ham but if you have any FCC license it's excempt. So buy a GMRS license for 65 dollars and keep the little print out card with your insurance info or if you like using two way radios too buy a commercial license for 400 dollars.
Of course that's only if you get pulled over which doesn't happen much if you don't do anything, also can just keep it hidden out of view.

Correct. However, one supposedly can get a permit from the local police. I tried, nobody knows about it at NYPD or NY State Police. (I'm trying to get this law either canceled, or modified)
Per the Feds, in a law dating back to the 1930s, you're free to listen, as long as you don't use the information in the "private" broadcast for personal gain, or mention it to anyone outside the hobby with anything that could identify individuals or organizations.

Good thing I watched this video again, otherwise I'd never have seen this reply. But I love the way police communications are still open (either analog or P25) in most of the US. Unfortunately, here in the Netherlands, listening to emergency services hasn't been possible for ten or eleven years now. They use a TETRA system with an additional TEA2 encryption layer, so the only way you'll be able to listen to their communications is to stand next to an officer, but they usually don't appreciate that very much ;)

I understand that you were doing a story, but others shouldn't do this. Monitoring PD and emergency freqs. is a great hobby, but chasing the action is a bad idea. Eventually, NYC will go to to an APCO 25 radio system that will allow them to encrypt their signals. This doesn't mean that they WILL encrypt most of their traffic, but if people bother the NYPD, FDNY, etc., by chasing them, they will. That will leave the hobby dead. They'll be nothing to listen to.
