At first glance "pay to play" does seem unfair, but really this is just politics. If I am in a police labor union and I want to get raises my union has to grease the politicians. If I am teacher and I want a raise or a better pension or stronger job security - my union needs to grease the politicians in Sacramento - who may, or may not help my union out. If I am homebuilder and I want to build homes in Oakland I will probably have to contribute money to the decision maker politicians, who may or may not give me the job (lots of other home builders). By contributing money to decision makers you can better your chances of getting what you want from the decision makers, clearly, but it's not a lock. Teacher unions, cops, homebuilders - all play this game, but you can make a case that cops, teachers, and homebuilders - all are doing work that benefits the community, so getting real angry about targeted campaign contributions - pay to play - is not so cut and dried. if we did not have pay to play good guy " special interest groups," like the cops, or teachers - would not get what they deserve, given the contributions they are making to society.

The Supreme Court largely legalized this which is why Billionaires can donate amounts that make this seem like chump change. Use of straw donors is not novel. This type of stuff is pretty routine. I'm not defending the practice, but if this was happening I would not describe the the use of straw donors as earth shattering. When roadblocks are put up by reformers in regards to limiting campaign contributions, donors will find other ways to funnel money to campaigns. Did the Mayor know this was going on? Probably not. When donors do this - use straw donors - they are pretty discreet about it. I recall the garbage company in the town I grew up in were heavy financial contributors to city and county politicians; garbage companies have a monopoly on garbage pick-up. Not hard to make a lot of money when you have a monopoly. Family members of this garbage company - all of them, sons, daughters, grandchildren - plus key employees - would be contributing financially to the campaigns of local pols. You did not need a PHD to figure out what was going on. The media keeps trumpeting the FBI raid of the Mayor's home, but I really find this story a bit of "yawner" because garbage companies are always paying off politicians, including those who do not oversee their contracts with the cities. Garbage companies want and need to build good will with city politicians, as do police unions and other interest groups.

I suspect that their reach and history of doing this goes way back and has affected politicians on both sides of the aisle.
