Yes, you're right: It's important to assess the writer's current level before diving in to help them. Often, teachers will give a "diagnostic" early in a semester, a workshop, or a meeting. That way they can check the writers' levels. Personally, I like to give a questionnaire that asks participants to reflect on their current writing styles and what they're confident about (or not). This helps me more than the diagnostic in some ways because writing depends so much on thinking. By gauging my learners' experience with analyzing writing situations, and making intentional decisions based on that analysis, I know more about where to start our discussion.
