I beat Halo: CE on legendary recently (on MCC) and I can say that the red elites (elite officers if I'm thinking correctly) were the most frustrating opponent.

Assume legendary difficulty spec ops, I attempted to beat the last level on legendary once and I remeber one taking a couple of plasma grenade sticks and at least one magazing of shotgun shells.
