No, that tool is not for effect, but for her headphone monitor. It's to control the volume between her vocal and the instrument in her headphone. She didn't even play or tweak it, she was doing nothing but just holding it while singing. There is no effect applied to the recording except pre and post processing such as: EQ to shape and polish the tone, Compressors to control the dynamic level, De-Esser to tame the sibilance when she says ss cc xx ts ff (the hissing sound).
I've seen other people talk about the thing she's changing and most say that it's to control what she's hearing through her headphones, someone even linked the product but I can't remember.

You should really react on LiSa singing live. She’s a beast. Like the energy, stage presence and her vocals are off the chart. Like lip synch? Auto tune? Vocal effects? Whazzat. Aside from Gurenge (this song) she’s got a lot more amazing songs and performances. But GURENGE LIVE IS A MUST. Ikimonogakari’s BLUE BIRD (LIVE) is also a classic and everyone couldn’t help but love them.
you can listen more LiSA song like Rising Hope, Ichiban no Takaramono and Shirushi, that ichiban no takaramono is my favourite song because the meaning is so deep in the anime i hope you will like my recomendation 😁 btw, the Gurenge MV is so cool 🔥
This is definitely beautiful but I do like the released official version of the song with more instruments backing her up instead of just the piano. :-)
