That's like a growl, and snow leopards can't roar, even if they wanted to. Roaring is a long-range form of communication, used to mark territory. You can clearly see that he/she's just mad at the camera here.

They roar they just sound like a really big house cat and its because they lack a fatty tissue on their throats that helps make that booming bellowing sound
The way he looks back "please, you don't have anything better to do?"
Why is this so true
It's just a camera
Fun fact, if you slow down the vocalizations of a snow leopard, they start sounding eerily similar to a tiger's, their closest relatives.
If you increase the pitch of a tiger's call, it sounds EXACTLY like a house cat.
Ngl this is accurate to Tai Lung roar when he was fighting Po
Just a bit more angry

So, they DO roar. They just don't have much occasion to do it around humans.
Thus they are truly genuine members of the big cat family.

Quite like a tiger's snarl or growl, but higher pitched.
Calm down Dr Dolittle
They are “big cats” but don’t have elastic vocal cords so they can’t project a deep loud roar like lions
