You need to look into the writings of James demile, a first student of lee. BLee used lights and timers with pads that would start/stop a timer. He then set them up for speed of motion, reaction time, drills. Reaction time if the time it takes your brain to respond to a stimulus and they tell your body to move. Speed of motion is the time it takes your body to actually move from point a to point be physically. He trained in both ways with various drills as first you have to improve the speed in which your brain reacts, and second train your body to move as fast as possible to the target. Then, train to have maximum power with the speed. Typically people sacrifice power when greater speed is needed, etc
