The "WEEEEEEEEEE!!" thing in question was the Weed character from the original version of "Bill and Ben". Unlike the recent version (where the "weed" character was replaced by that talking sunflower), the Weed character was known for screaming "WEEEEEEEEEEED! WEEEEEEEEEED!"
