So what if it actually can't connect to a page? Any pointers you can give as far as troubleshooting. I do see data in GA for pages I'm trying to debug which means GT is installed but is debug mode I get 0 tags found..
If data is coming through for those pages, but you can't access them in Google Tag Manager or GA4 debug, you may not have the correct permissions. You should have admin or editor in both to be able to see the tag info. At a minimum in debug, you should see automatic events, like page view, scroll, etc.

If you have GTM on the site, give the Preview tool a try. There is also a link to that in the Tag Audit tool in GA4.
