Hiring practices for police needs to be reformed for starters. No one with 2 DUIs should get a badge. Discharge for bad acts from military service should be a no-go. Multiple transfers through departments should also be banned.

It's not about making new laws, just enforce the laws already on the books. The principle one is the
"Equal Protection Clause" of the 14th Amendment of the United States Constitution would do the trick. But the Democrats always punk out when it's time to impose capital punishment. You need to ask yourself why Harris can't step up and seek justice for her Black sister?
