Just came here to say that John Winckowski is an absolute stud! I got him shortly after seeing this video, I’m in June and he’s pitched 40-45 innings and has a sub 2.00 ERA in the MLB as a 64 overall. Never seen that kind of consistent performance from such a low overall.
One way to get really good, cheap pitching, is to look for relievers with 70+ stamina. If you switch them to starters their overall goes up considerably. Just trade peanuts for them as relievers (maybe even re-sign them), then switch them to SP. Just be aware that you can push their rating above their potential, so you might need to adjust it to keep the stats from dropping. Tyler Wells is a great example, 75 RP with 76 potential. Switch him to SP and he's an 84 with a 4-year/$2mil contract. Just remember to edit his potential to 84 or it'll drop. Mason Miller and Garrett Whitlock are good examples with B potential.
Why switch them to sp though? Just leave them a rp and play them at sp. That why they can still improve they stats. I like to make my sp, rp so they stats keep going up

If you want to micromanage them every game, sure, but having Wells as an 84 starter over a 75 reliever who's starting will serve you much better in your sims, as well as increasing your team's overall ratings. Wells' potential as a reliever is only 76, so you're not getting gains there anyway. You're essentially increasing his potential by 8 just by switching positions. Cheers.
