The Chinese villagers who fear they can never escape the poverty trap

    In 2015, China launched a wide-ranging campaign meant to wipe out poverty across China in just five years. The programme was meant to lift the entire population above the poverty line, ensuring every family would have an annual income above 2,300 yuan (US$340) by 2020.
    The national campaign has made some headway, with official statistics showing the number of rural poor has dropped from 82.39 million in 2012 to 16.6 million at the end of 2018, and another 10 million population on target to escape the poverty level in 2019.
    But people of one village in Hebei province are among those waiting for poverty alleviation efforts to reach them. Xiaoguancheng had been earmarked to receive government support as part of the government campaign.
    The South China Morning Post first visited the village in 2018, and when we returned a year later, we found little had changed and for some families, conditions had grown even worse.

    from 2007-2010 I worked at Chime-long Paradise Park in Guangzhou and lived in Clifford Estates in Panyu...We would drive motorcycles out into the village's around Panyu on our day off and see the same poverty as shown here, away from the glitz and glamour of neon lights in the city...Many of these villagers had never seen an American in real life...I Loved my time living and working in China and Loved meeting the people after our shows...I was impressed by how Happy they were, even though their lives were so hard...People that have nothing, appreciate everything and those that have everything, appreciate nothing !!! I made many friends while there and was sad to leave them behind and they will be in my Heart and fond memories forever...

      I've been in guangzhou and you can really see people who are struggling specially when you go to their market. Kids on their uniform , helping their parents selling vegetables on the pathways. Things that you can only see in the movies ,but never thought that it happen as well in China..

    Same here in the US. The worst poverty is not in the cities but in rural areas. The media and public don't care because "out of sight out of mind." Sad.

      The US definitely faces poverty. However, living in the US alone, you are richer than 90% of the people on this planet. We have government welfare programs and shelters that are accessible, and our poverty is not near as widespread. I’d rather be thinking about how we can help everyone who has experienced this much misfortune.

      They just quietly wait till urbanization forces people to move to cities and those who remain die. It is really sad that we are forced to live in grey and dull overcrowded cities meanwhile many beautiful and unique towns and villages are disappearing.

      E Tow Thank you for reiterating what I have already said about the US most definitely also being subject to poverty. Also, there are plenty of elites who address those who are poor specifically. Reread my comment and conduct some research on the elites of the US and their platforms/campaign promises. Also, my husband is in the military, and I am well aware of what it does and doesn’t provide. It’s a rapidly improving system that we have benefitted greatly from (those who have suffered most are unfortunately, primarily older vets) and we will continue to support legislation to help it thrive.
      My message is not that the US is better than China. My message is that us having poor people we need to care for doesn’t mean we should turn a blind eye to others who may need what we can give, especially those who are in worse circumstances.
      It’s always amusing to me when foreigners try to address my “ignorance” with their own.

    This video shows what education means to every Chinese family.
    Students from poor family tends to go for a higher degree whereas most people from middle class do not care about that too much, undergraduate is often enough. When the students from poor family encountered difficulties as a graduate, they also tend to commit suicide.

      People from middle class usually have better conditions to take up advanced studies. Most PhD and Master students I know are from well-off families.

    my hometown used to be like this , but those years have been change a lot ! The government actually helps some people which live in broken house to rebuild the new one .Also help us build the road to our village . My village is in Guang xi province.

      Gunda Guy in China, if you’re hardworking, you always find a job. There are many unemployed people just because they are lazy or they imagine “decent” and “well-paid” jobs far beyond their abilities.

    It takes time for a country of 1.7 billion people to alleviate everyone out of extreme poverty. Soon enough, these people will have more capital. They're located in Hebei province, on the unfortunate east side of Beijing proper. I'll give them 5 years, because the capital growth of China is THAT impressive. And than Western media can complain about how China is destroying old structures, destroying unique communities, and is wrecking havoc with the environment.

    The problem is there are no banks and ATM in these villages and the money is hand out in cash.
    The remoteness of these places, caused the person who gets the money have the power to delay in handling the cash out.

      Hong Shi what if they have ATM and money, but not the right infrastructure nor the skill to increase their life quality?
      I dont think money is the right answer for this ( give them money and they will spend it in one day not knowing on what to buy except food to survive )
      Local goverment support is their best hope to increase their life quality.

    It's tragic as My grandma had to raise 5 kids in a small village as her husband had passed. it was very difficult for her in the village.

    What people conveniently forget about is this is a very common occurances in developing countries! For a better future, me and my brother are living in different countries and will probably forever be living apart from my parents in Indonesia.

    This is Xiaoguancheng Village, in Nanmazhuang Township, Laiyuan County, the city of Baoding, Hebei province.
    Aerial map and your video shows that inhabitants settle along a river running north to south, where there are some flat lands for cultivation, beyond which are hills and mountains.
    Xiaoguancheng happens to be along the river corridor which has very little flat land.
    Could this be the reason that the village inhabitants are not farming? But they are still raising domestic animals.
    This landscape is not unique to this village, but is in all parts of China. It is not unusual for the village or town administrative to allocate cultivatable field to village inhabitants ready and willing to farm, in location slightly away from their home. So they can still farm they are willing to do so.
    I also know of villagers living close to hillside that raise goats, which are very capable of tackling steep slopes.
    From this video, it is still unclear that why are these villagers are considered very poor aside from that family with two disabled individuals. Why are they are not being more proactive ?
    During the last two decades, many villagers abandoned farming in their villages and went into major cities like Beijing to take up construction work. Now that those development are slowing down, they are back in their hometown, but many are not willing to farm again, aside from small patches of land raising vegetables for their own consumption.
    From the interview, it seems like the villagers knew of the poverty alleviation program and are just waiting for that to happen in their village.
    It should be noted that those extremely generous poverty alleviation projects for the minorities were applied mostly to those living in very inaccessible locations and unirrigatable lands.

      @@zhihaoling3324 This seems like the most common: People who are really poor live somewhere very remote, hard to drive, low rainfall.... It seems like poverty is intrinsic, you know, on a rocky hillside. YET there is clearly much advance. When I look at these people, I imagine how their grandparents might have lived, and also... there are not only poorer persons in the USA, but something we don't often mention: There are untold millions of people in the most dire poverty in our empire, or whatever you call it. I don't think anyone in a poor village in China wants to move to Guatemala or anything.

    The tuition and living expenses of Chinese universities are very cheap. There are also grants and interest-free student loans for poor students. The tuition of 4 years of general undergraduate course is less than 40000 yuan. The job in first-tier city after the university graduates, at least 6000 yuan a month after graduationcan, they can pay off debt at most one year.

    1 billion dollar can solve all these people problems. Build them a new modern house in a new plan town. That village in an old area with no sewers, plumbing, electricity. If China can build a 30 story building in 30 days. They can house them all.

    I think the worst thinking is kind of "China is not alone in this, other countries have poor people, too". This attitude never be helpful to make the world better. Each country's govt should learn from these video and/or other video about other countries and/or go to see the poor people themselves to help make their own people get out of poverty!

      That sounds right. College tuition has been fixed around $800 (5000 RMB) per year since 2000. The government set the tuition at such a low price so that most families can afford it. I took a college tuition loan of $2200 (18,000 RMB) 18 years ago, and it was quite a burden back then.

      They are not starve and they don't own large land , the villagers own the land equally, so no one have large land. You can use these land to make food for yourself, but you can't lift off poverty only by it.

    I didn't really realize how "below the poverty line" these people were, until I heard that he made 400 yuan for a year's work. Considering that the factory workers I know gets paid 100 yuan a day.

      you know in india the cost of living is way cheaper therefore even veing hdi low and having a tremendius population unlike western society they have infrastructyre for poor ppl the same they can enjoy same food space clothings in west if u r poor or homeless u cant even afford bread even in china stuff gets like that just seeing hdi in dollar wont imply the way of living as the same way plus india has a parrallel economy that is money that is not accounted in gdp which is estimated to be quite close to around the same as gdp. So i think hdi is a well parameter but many factors rule in also chinas expanding size is gonna result in wealth and expansion of bigger coties compared to villages but the govt can fix such problems u see

      And this phenomenon of gap between rich and poor is not just limited to developing countries but others such as capitlaist usa where top 10% holds about 50 % of the wealt of the country compared to 90% and this gap is likely to increase. But the term poor wont be referred to any of these 90 percent as the living cost is higher than the rest of the world on avg

      According to survey report 73% of Indian economic wealth has concentrated in the hand of 1% . Unemployment is severe. Huge salary gap. Please visit Indian hospitals you will understand the real situation of health facilities. India is the country where you can find out most number of malnourished and undernourished children in the world. Huge number of hungry people , just look at Hunger Index. Asia's largest slam is in India. Just go there you will find out the real situation.

      @@sigma8112 nah there is no country where infact the gap is this wide another reasons is that survey upon india are not credible enough as pointed out by former iim proffessor and economists mr jai hari prasad who told to make the survey criteria appropriate to surveyers as the data and its interpretation was illogical as the data was processed on simple logic without even considering several factors. Hence unemployment is a problem literally everywhere but it depends on its magnitude.

    I can sense the negativity in the video and the BGM gives you an even depressing feeling. In the video, it also implies that only well-connected people are able to get the poverty relief fund. It is definitely true in some cases, but the situation has improved a lot since the drastic anti-corruption effort was strengthened.
