This is Xiaoguancheng Village, in Nanmazhuang Township, Laiyuan County, the city of Baoding, Hebei province. Aerial map and your video shows that inhabitants settle along a river running north to south, where there are some flat lands for cultivation, beyond which are hills and mountains. Xiaoguancheng happens to be along the river corridor which has very little flat land. Could this be the reason that the village inhabitants are not farming? But they are still raising domestic animals. This landscape is not unique to this village, but is in all parts of China. It is not unusual for the village or town administrative to allocate cultivatable field to village inhabitants ready and willing to farm, in location slightly away from their home. So they can still farm they are willing to do so. I also know of villagers living close to hillside that raise goats, which are very capable of tackling steep slopes. From this video, it is still unclear that why are these villagers are considered very poor aside from that family with two disabled individuals. Why are they are not being more proactive ? During the last two decades, many villagers abandoned farming in their villages and went into major cities like Beijing to take up construction work. Now that those development are slowing down, they are back in their hometown, but many are not willing to farm again, aside from small patches of land raising vegetables for their own consumption. From the interview, it seems like the villagers knew of the poverty alleviation program and are just waiting for that to happen in their village. It should be noted that those extremely generous poverty alleviation projects for the minorities were applied mostly to those living in very inaccessible locations and unirrigatable lands.
It's sad how they want to work but yet no work is given to them. The ones who cannot work won't even get any govt help unless they know someone in govt.
I think they can earn the living if all the villagers group up together and work in a farming sector or making wooden furniture by the help of government.
😭😭😭 Thank you for bringing light to people who are forgotten. Pray the Chinese government will reach them and help these people. Abolishing poverty should be for the entire country, not just targeted areas.
It's amazing that this is a global trend, in Colombia and many times in South America is also the same. But here (Colombia) the Upper concentration of wealth goes to only 5% of population in Urban Areas and 1% in Rural areas.

The tuition and living expenses of Chinese universities are very cheap. There are also grants and interest-free student loans for poor students. The tuition of 4 years of general undergraduate course is less than 40000 yuan. The job in first-tier city after the university graduates, at least 6000 yuan a month after graduationcan, they can pay off debt at most one year.
I wonder how that village even cropped up in the first place. I'd like to believe that living in a rural area simply means you have to farm for your own food, but obviously this isn't happening here.
In the past agriculture was communized and they would have farmed food and benefitted from it - but today this is not the case because of the criminal capitalist restoration.
Is there any way to get in touch with the people in this video? I’d like to send them something. At the income level they’re at pretty much anything would help. Like if all of us watching this sent that family $5-$10 it would make a huge difference. Not sure if the Chinese government would allow it but it would be nice to directly help this family rather than just watching a video about them. Also on a side note, that’s a lot of pressure on that boy and a ridiculous impossible amount of debt for that man.
when we said the word poor, it relative to rich. Most of people grow up in cities are poor too, although they earn more, but they have too spend more too. An example is: A is earning 3000 dollars a year, pay rental 500 dollars, but no house loan to pay for; B is earning 8000 dollars, but have to pay house load 6000 dollars. Which person should you think is poorer? You may said B still better, he got his own house. but remember, he need to pay the house loan for 30 years. and because of higher pay, the opportunity actual is less, especially during the period when economy is down, B is tend to suicide while A still can strike to survive.
Me parece claro che el trabajo hecho por el gobierno no ha sido muy eficaz en este pueblo, aún hay demasiado compromisos y problemas que necesitan más esfuerzo
This is just the tip of the iceberg. Notice how China's poverty line is defined as an annual income of 2,300 yuan - less than a dollar a day. The world bank although defines extreme poverty as living below $1.90 a day. But also, the world bank now has a classification system for countries with different standards. There, China is listed as a upper-middle-income with a poverty line of $5.50 a day. When using these measures, there are still 373 million people in poverty in China - more than 1/4 of the population... Edit (source): www.worldbank.org/en/country/china/overview#1
I think you'd have to split up China much more discretely, cost of living in Beijing/Shanghai is waaay higher than Jinan which is also much higher than a village in Shaanxi. If someone in A villager might survive on 3000 yuan a year, but in Chongqing that's like a month. Simply looking at numbers is very limited
@@sersarsor Qualitative data like this film provide much to the understanding of this problem. Sadly though, governments consider someone as in poverty or not by doing exactly that: looking at the number of their annual income. My objection is that China's definition of an annual income of 2,300¥ is way below the international standards for even "extreme" poverty.
The government is focus on lifting people out of poverty by providing jobs and economic opportunities. For elderly and sick people, the only way to lift them up is provide money in a constant base.
Problem is how to resolve the poverty trap, if there is no any resource available for earning money, you should escape from there. Blind waiting makes you becoming more and more poor, to old man(woman) there is no way to make any choice on waiting of leaving, goverment has responsibility to send relief fund for guarant survive .

education is the only way to help them to get rid of thier poor situation. Maybe not this man's generation, his daughter.... Daughter's kids....
Be thankful everyday. At least they have a house to stay. Rather than homeless in a city.
Rural india is far more worse...this village people are well dressed
Search about Kowloon...there that too goes away...China is India...
Man I spent $400 at the bar on Friday night. Seeing that young man with the pressure of improving his familys destiny makes me feel awful.
What dreadful amount utterly wasted!
That's why I don't go bars anymore.. Waste money there.
What people conveniently forget about is this is a very common occurances in developing countries! For a better future, me and my brother are living in different countries and will probably forever be living apart from my parents in Indonesia.
President xi said no one will be left out. 800 million lifted out of poverty . 16 million still need help . The target was 2020 but because of trade wars and Covid disease etc , plans were delayed but surely will be done. Just keep healthy and the day will come.
no no no no. The only way to get out of poverty in China is to join the CCP. If you are not member of CCP you get nothing. You live poor for the rest of your life.
So very sad. Makes me appreciate all the things I have, big or small
so sad Lord bless theses wonderful people they need it
This is Xiaoguancheng Village, in Nanmazhuang Township, Laiyuan County, the city of Baoding, Hebei province.
China helped 13 million people out of poverty in 2018... but there are still 12 million of them... = =
Love the comparaison in statistics! China has done a lot to tackle poverty, but still needs to do more!
How is the condition of these people now? It has been a year since this video was published. Hope you follow up on them.
Millions of Americans fear this much more.
Is there a GoFundMe account for the family? If not, are you helping them ?
This breaks my heart!!!
It's sad how they want to work but yet no work is given to them. The ones who cannot work won't even get any govt help unless they know someone in govt.
The real China
I think they can earn the living if all the villagers group up together and work in a farming sector or making wooden furniture by the help of government.
😭😭😭 Thank you for bringing light to people who are forgotten. Pray the Chinese government will reach them and help these people. Abolishing poverty should be for the entire country, not just targeted areas.
It's amazing that this is a global trend, in Colombia and many times in South America is also the same. But here (Colombia) the Upper concentration of wealth goes to only 5% of population in Urban Areas and 1% in Rural areas.
china is still a developing country and proverty can't be eliminated within a day.
Even this figure of 16 million people... it's clearly declining AND is around ONE PER CENT of the gigantic population! This is EXCELLENT performance, nobody else even comes close as far as I know.
i feel so sorry for them. but for china, the goal is that less than 3% people in a county are below the poverty trap, not all of people.
and judging the fact the covid-19 started there in the first place but at least they recovered
People in the comments bitter about their own countries' poverty (but aren't actually destitutes that don't have access to internet) arguing like they know the lives of those people they are arguing fo. What a joke and insult to all those who suffer. It is not your country vs their country. It isn't a competition of who is worse off. There are no winners. Everyone is fighting a battle of their own. Please don't make this about you or by extension, your country.
what do the mother and brother suffer from? the mother must have been more high functioning at one point if she married and had 2 children...
Honestly a village with satellite TV and cell phone connection... That's being rich in a different country....
Government should invest in the farmers, improve and develop the farms for the ever increasing population..
Population isn’t increasing
@@keicer5618 whether it's slow of fast the population is growing, along with the rest of the world, so the demand on resources will increase.. will China be able to feed itself in 20 years from now, will China become dependent on western countries..
Alza Mansfield nah population of China is projected to reach its peak around 2023 and then it’ll start to shrink
Tent cities (帐篷城市) in America is just as bad.
If there are so many of these poor people, then why do I read news that labour costs are going up and production moving to Vietnam?
imagine other government use their way to govern China since 1949, we will be like in the 1970s now. People kept forgetting the fact that the ratio between poor and middle class is changing all the time during 15 year economic growth.
My mind always gets blown away on how can someone be fat in poverty.
Poor don't mean starve.
Give a man a fish, and he can eat for a night, teach a man to fish, and he can eat for the rest of his life. He should be learning how to build and survive while he's going to university
Can’t believe this, I see Chinese people in my country and around the world shopping in Gucci LV Prada.... show rooms . Something is wrong here.
SCMP, how come there is no follow up? That was 3 yrs ago!
that goes to show, there are still worked to be done,
just hang in there.
That's why many chinese people moved in the Philippines, coz theres much enough water , especially in the capital city but now, there's a water shortage, so many migrants here mostly Chinese
They wear Nike shoes and down coats, have running water and electricity with smartphones ...okay they are really poor ! ...LoL
You do realize a lot of western countries sell unwanted clothes to impoverished nations/areas to then resell them at a cheaper price?? 🙄🙄 also, they could be fake.
@@etow8034 you said they were poor sarcastically. I said they are
Super prpfessional reporting
6:27 well they don't need to fear anymore, because you just speak for them here in youtube. And i'm sure the President of China will notice it
The tuition and living expenses of Chinese universities are very cheap. There are also grants and interest-free student loans for poor students. The tuition of 4 years of general undergraduate course is less than 40000 yuan. The job in first-tier city after the university graduates, at least 6000 yuan a month after graduationcan, they can pay off debt at most one year.
I wish we could start a GoFundMe page for the village. Surely somehow the money would never get to them the government would confiscate it.
that government need give them a self sustain earning program, they cant forever feed them, they have to build them up
I wonder how that village even cropped up in the first place. I'd like to believe that living in a rural area simply means you have to farm for your own food, but obviously this isn't happening here.
In the past agriculture was communized and they would have farmed food and benefitted from it - but today this is not the case because of the criminal capitalist restoration.
How can they not reach there when there is a concrete road? I've watch someone climb mountains to help.
They are actually ok. There are lots people much worse than them in remote rural places . A long way to go.
These probably couldn't be made today, thanks.
Watching this video makes feel like how lucky i am to living in the city
El gobierno Chino tiene que hacer algo para ayudar a estas personas, qué son el grupo más débil de la sociedad.
This is so sad
Is there any way to get in touch with the people in this video? I’d like to send them something. At the income level they’re at pretty much anything would help. Like if all of us watching this sent that family $5-$10 it would make a huge difference. Not sure if the Chinese government would allow it but it would be nice to directly help this family rather than just watching a video about them. Also on a side note, that’s a lot of pressure on that boy and a ridiculous impossible amount of debt for that man.
CGTN will never show this..
Why doesn't their government help these poor people, so sad.
when we said the word poor, it relative to rich. Most of people grow up in cities are poor too, although they earn more, but they have too spend more too.
An example is:
A is earning 3000 dollars a year, pay rental 500 dollars, but no house loan to pay for;
B is earning 8000 dollars, but have to pay house load 6000 dollars.
Poor people I feel for them. What can the USA do to help. These folks to get relief from this poverty life?
Governments need to find a occupation for them to live on
I think they DO THAT, exactly! But it's not magic, it's not like they can just "snap their fingers", it's work! It's working!
The government is focus on lifting people out of poverty by providing jobs and economic opportunities. For elderly and sick people, the only way to lift them up is provide money in a constant base.
Interessante.
Shift the whole population out to better economic zone.
They live in a dry land,, so they should find crops that match with the soil, you wont get starved if you have lots of animals and veggies ,you don't need the city life,
How can we help...is sad to see all this..there's no survival...
South China Morning Post, how can i help these people? It breaks my heart.
Well, you could help one of them but not for all, to resolve this issue widely, it's a system project.
the problem is not money, they need job 。
Lee Lee Gotta somehow find a way to convince the Chinese government to invest their time and money into transforming/re-innovating the place. Doubt it’s gonna happen though, lol.
@@Andy-hz2ef move them out to nearby cityies may be a better idea. Some towns and villages are just not great in location at all since they were built in ancient farming time before there were cars and rails and nothing really going on there.
@@zhihaoling3324 This seems like the most common: People who are really poor live somewhere very remote, hard to drive, low rainfall.... It seems like poverty is intrinsic, you know, on a rocky hillside. YET there is clearly much advance. When I look at these people, I imagine how their grandparents might have lived, and also... there are not only poorer persons in the USA, but something we don't often mention: There are untold millions of people in the most dire poverty in our empire, or whatever you call it. I don't think anyone in a poor village in China wants to move to Guatemala or anything.
So sad. The government should do more to help.
In other words. They still have a long way to go
The ironic part is the village is in short distance from the Chinese capital
Its not that short of a travel for me. Idk what Chinese people consider big distance.
What is the poverty line for China I'm from America and it maybe different what we consider poverty is? I personally don't have much but I have more than others and I'm grateful for what I do have and I pray for ones who have less than I do. ❤
@DA SB Are the public schools free?
@DA SB thanks for the information. College is very expensive where I live and a lot of poor families can't afford to send their children to college. Your dad has a very honorable job helping people out of poverty. Many blessings to you and the ones you love ❤
Still China's poor ppl's situation is much much better than poor ppl of other countries like mine one.
