It means don't jump to your death because you gave up on life (and, specific to the 90's, *life with a man* because women were supposed to be obsessed with being married with kids by age 30yo, hence why Fran was always "29" whenever the topic of her age came up).

Frans to-do list was filled with things resembling marriage with children; Val wants the same but thinks she never will, so sees no point in living, "don't jump" from a high location in order to end one's misery, the one thing Val has to remind herself is to not off herself, which is an pverly crazy thing to do, so it's funny. Hyperbole? Hth
