I love little moments like that where there's a reversal of expectations - she's the reasonable one and Fran is being ridiculous. How I interpreted it:
She means to say that she's 'sandwiched' by two idiots. Meaning there are two idiots besides her: one on the left side of her and the other on the right side of her.
