They are both old seasoned warriors who value honor and tradition so it makes sense that they see Honda as a fool who makes a mockery of a religious practice while getting to enjoy a lot of meals for simply showing off.
I enjoy how the only person he seems to regard in a positive light is Marisa. Everyone else has some scorn or derision, or just selfish observations to better himself.
His Ryu quote is positive. He knows Ryu can do better and coaxs him to continue fighting him. Ryu has the power of nothingness(Street Fighter's version of Ultra Instinct) after all.
So, Akuma is basically that angry grandpa who's unimpressed by anything, bitter about everything, and can't wait to tell you how much tougher he had it when he was a younger man. I like it.
