    West Bengal doing better than "BIMARU" states, that's a very wrong way to see it. It is a "miracle" for a state with such fertile land, sitting close to mineral belt, access to plentiful water and having it's own ports, to rank bellow average. We also had the head start in rail infra, education and heavy industry sector prior to independence.
    Our state has 2 major agro exports, tea and jute. Abundance of skilled and unskilled labour and raw materials nearby.
    Yet due to the constrains of our politics we are relegated to the bottom half of the table. Bangladesh has 15% more gdp per capita than WB. That shows the real rot. WB is punching way bellow it's weight class.

      I agree. But we can also be optimistic about the potential it has. If the UP and purvanchal becomes the textile hub then all those garments require ports to be exported. The entire east coast is a f*ing goldmine we are sitting on! Only if we play our cards right.

      Bengal was lost on the ground of industrialization mostly because of Freight Equilization policy. As industries moved westwards, migrant population sky rocketed in mid 60s and unemployment increased, a fertile ground for communist ideologies developed. In another decade we ended up with a government which hardly had any focus of industrial growth. I see people blaming CPM for all the ills which is only partially correct. The rot set in from 1911 actually, and increased from the partition onwards - we lost water resources, sea ports to the East and "gained" 2.5 crore people in exchange over 3 decades, we lost political clout at the center and industries to the western India which had better access to the Western World. The government that followed was the final blow after a long sequence of unmitigated disasters.

      @@suryavenkatesan9998 It's good to be optimistic, but the East coast opens up in the Bay of Bengal and geographically closer destinations are not importing powerhouses. Western Coast on the other hand provides direct access to ME Asia and Europe. If I am an exporter from UP, for me Kandla and Haldia are equidistant, but not equivalent. My buyers are less likely to be from Vietnam or Cambodia. No?

    Kottayam in kerala is the only district in india with no poor people -Proud to be a kottayam guy 😊🙏Well we were also the first 100 percent literate district in india long back 😎.

    My state Uttrakhand was carved out of U.P. in 2000 and i am not saying that it has become rich like Sikkim and Goa but still it is easy to manage and govern.
    I don't know why people in U.P. take it as offense when someone talk about bifurcation of the state. It's for there own good.

      @@JitzyJT I don't think mindset will change. But new state closer to Delhi will benefit immensely. Lucknow region will also be better off. Rest two will suffer. Mindset get changed with economic progress. My parent no longer discriminate on caste lines as my family got richer.

      ​@@rahulmalik1083 It's majority of us. There was no major opposition when UK was saparated from UP and Chhattisgarh from MP. Maharastra is pride of Maratha, Tamil Nadu is pride of tamilians etc. But people living in UP and MP don't assisiate there cultural identity with there state and hence no pride got hurt in previous division. There are so many Hindi speaking states to assosiate our pride with one state.

    Not only the people from UP and Bihar, but people from the entire country should demand that these two states be broken down into smaller states. The progress of these states is crucial and will expedite the progress of the entire nation.

      Yes, unfortunately a mere name being taken of both states usually give an impression of backwardness and negligence. A bifurcation,concentrated good efforts along with good governance of these two states can really help in reinforcing them both eventually. It would be wonderful if the nation looks at both of them differently in future.

    India's strength has always been about vibrant opposition & transparency. Even lord Ram won't be able to save us if media & civil society continue to speak language of those in power. India never had a weaker opposition to check and balance a powerful govt. If we are to make government and bureaucracy accountable, its high time that every Indian speak truth to the power & flag out wrong things happening around them.

    We always talk about the need for reform but sometimes good data itself is as impactful. Thanks Shekhar for covering this interesting report. One of the features of a sophisticated country is one that can collect proper and useful data on its citizens, along with tax collecting powers and a monopoly on law and order. India should revamp its data collecting abilities starting with census, ASI and reaching into village level. Modern tech allows dashboard based reporting like has happened with Covid figures - lets scale that across other indicators. While land, labour and power reform may be seen as the need of the hour. Changes to soft structures like the judiciary and data collection agencies are as important.

      yes let us spend mor time and money on academics rather than spend it on the needful. you dont need study to know that all villages need schools, teachers, electricity, water, toilet. So you need statistics for that. if i have one crore rupees i would rather bulid 2 schools with teachers than spend it to see which person in mumbai is riding in taxi while who is taking the train. idiot india will never improve.

      @@epochal1224 I think corruption is reducing because of digitization. Now the money is transferred directly into their accounts so officials can't take a cut in between. And they require Aadhar card with biometric data so they have to prove that the people they are passing benefits to actually exist.

      @@epochal1224 Yup I think the same. UPSC also has improved its selection process. Earlier so called Rattus were easily able to clear the exam due to high weightage of optional. But the exam is a lot more dynamic and from a memorising exam it has become a thinking exam.

    For Haryana, I know we keep throwing the richest state bogey. Remove Gurgaon’s numbers from Haryana and you will get a true reflection of overall situation in Haryana. One mega city and warehouses along highway do little for the overall state.

    Being from Bihar, I think division of state will be destined for development of the people and districts. The population is getting out of hand. Nitish Kumar is the Chief Minister since 2005. But the only city developed during his regime is Patna that too is below par as compared to other cities in India. The hospitals, transportation, airports , industries are nowhere to be found apart from Patna which none can go during the rainiy season.

    Dear Shekhar, it is a very good analysis. In my humble opinion, it is important to split UP, Bihar, MP and Rajasthan into smaller states for better governance as some of their districts have more population than a few countries. Also, access to sea routes for the landlocked states and access to the sea via Bangladesh for the North Eastern states should be thought about.

      Completely agree and I had the same thought as MP, UP, Bihar should be turned into smaller State, as an example we can take my State Telangana which is doing good in most of the parameters, and this will surely Help india to grow further and this will lead to urbanisation in these states which can provide better opportunities.. Hope niti ayog reports will be considered by GOI.. 🙌

      It’s easy to say split it. But ther could be consequences regarding water sharing. This guys sitting in studio say many things. Impact on env is first and foremost needs to be accessed before doing anything. Otherwise splitting would result in ground water depletion over use of lands which could easily be shared if it’s one state

    Odisha was one of the poorest States. If I'm not wrong it was 2nd or 3rd most poorest States after Bihar. After 20 years of Naveen Patnaik Govt ruling.I think it has performed well. Where As MP and Chhattisgarh couldn't performed well even after long stable governments.

      I am from MP, and it has done great, You see 20 years ago, congress, especially digvijay singh had made MP a mess, which NDA had to clean..
      They have done great in first 10 years. Now they have slowed down.

    It would be interesting to see Delhi compared with other Indian metros like Mumbai, Chennai, Kolkata and Banglore. The only reason Delhi is here is because it's a union territory. If Delhi's figures are indicative of our metros as a whole then that could be a bad sign.

    I am a bengali, born in one of the "bimaru" states, i.e. Jharkhand. I think of myself as a Jharkhandi more than a bengali and it breaks my heart everyday, when I see that this is the state that broke apart from Bihar promising welfare for its Adivasis, it has has Adivasis as CMs ever since, and yet it is still the Adivasis who are absolutely impoverished here. I wish things change for the better, and the beautiful tribal culture of Jharkhand doesnt have to die out in miserable poverty.

    Brilliant analysis. Like corporate performance appraisals..every MLA/MP needs to be given quarterly and yearly targets for Key performance indicators improvement. Should they not meet..one should first receive pay cuts for year 1 and the fired from their position by Year 2.

    I'm from Kerala and I see Kerala topping lot of parameters in Niti Ayog ratings. But, I have believed that the other states performing badly has just helped us to stay at the top. I agree we are way ahead but way behind the potential. Especially our human resource. We should not be competing or comparing ourselves with other states. Moreover with small countries like Sri Lanka in many aspects like Tourism. Estonia in improving our digital growth etc.
    As of now Kerala comparing itself to any state from Bhimaru category is kind of pointless. It would only lead to Kerala letting go of this advantage within 3 decades.

      Please tell me which sector do you want Kerala to attract FDI.
      Industries are very hard to establish here for a plethora of reasons.
      Land availability, high cost of land if at all it is available, high labour charges (highest in the sub continent), environmental issues.
      Recent continuous floods has shown us that our environment is very delicate.
      I do agree more FDI in tourism or health industry. IT etc is possible, more technology parks. Farming is one sector.
      Kerala can't have giga factories, development of the available human resource should be the priority.
      Even if 1 crore keralites go abroad. The population density of Kerala would be still high.

    district wise colour coding made me realise that districts nearby Nepal, flood affected area & naxalites affected districts are backward along with few districts from Saurashtra.

      Correct. Naxalism has affected the economic development heavily. Lot of government assistance and development projects do not reach in the far flung areas of Naxal affected districts. Industrialists and business people do not feel safe to operate their business in Naxal areas. Students in these districts also suffer because of political bandhs Naxals call. Most top brass Naxal leaders are not native to the districts they have been operating from. At the end local people suffer.

    One state which has made remarkable progress is Tamilnadu which you have failed to mention. About 15-20 years before in Kerala we could see many Tamilian coming for casual labour. Now they don’t come. I suppose the credit goes both parties of Tamilnadu who despite fighting internally but were always never acted anything against Tamilnadu interest as a whole. Jayalalitha also brought remarkable improvement. Tamilnadu model could be used by other big states, Kerala model cannot be used elsewhere as its a Remittance Economy. It’s this same remittance that helped Punjab to do much better than Haryana on many accounts

    Shekar ji, In the foreword section of report, Dr Rajiv Kumar mentioned it as a baseline report based on NFHS-4 2015-16 dataset and they will be updating it once NFHS-5 data is published. I think you might have to re-visit this report once again when they update this report NFHS-5 data for comparison.

      Bcoz of the head start in education they had. Kerala was one of the highly literate states after independence. We had to start from very low base. Matriarchial system also helped them. But the gap is narrowing steadily. ✌🏼

      TN has a much more robust and sustainable economic model .
      They are the "Detroit of India" for a reason .
      In the long run it will fizz out Kerala without a doubt . Infact most malaylis come looking for a job/employment to TN and my state of Karnataka itself . A large chunk goes to their fav escape destination of Gulf !!! 😄

      Social indicators are not due to industrialisation. This is more about social reforms. Periyar did a great job. EMS Nambudri Pad and that bunch was something else. Land reforms in Kerala are unparalleled. Guru Nanak Dev is the reason why Punjab is socially far ahead of Haryana while Haryana has a much higher per capita GDP than Punjab. But the greatest reformer of all time Dr. B. R. Ambedkar's hard work was partially neutralised by the enforcers of Manusmriti from Nagpur.

Literacy rate of Kerala was 43% as per 1951 census more than double the national average of 18%. The communists brought financial ruin to the east while socialist did that (Lalu + Mulayam) in the North. Bengal's share in industrial output fell from 25% to 5%. Maoist insurgency was not helpful either.

    The whole of India thinks that West Bengal is ruled by evil people and most Bengalis are dirt poor. Being a Bengali I sometimes wonder why so many Bihari, Rajasthani, Oria, Assamese, Tripurans and other Indians from other states come to study In Bengali colleges and universities. I have many friends who come from other states and They are getting Jobs here. We Bengalis are not that impoverished as others might think. Yes, We have problems our economic policies are largely focused on the agro sector and welfare schemes but We are growing like the rest of India. Maybe at slower rate than South and West India. But We are catching up.

    I disagree with your comment that urbanisation can decrease poverty.It can be one of the factor but in case of kerala that is not the factor.what I consider is the development of villages in to small towns with better connectivity,Internet facility,schools,and sanitation so that new businesses can thrive in a lean ,sustainable and qualitative manner compared to their city counterparts.

None of keralite labourers can go to your mother state or any other state as wages are WAY BELOW THAT OF KERALA. Every indians have the right to work in any state in the constitution written by our freedom fighters who were not apology seekers.
      Yea. Kerala doesn't produce employment like Tamil nadu and maharashtra. Reasons are many including 1) a small state about 1/3 rd tamil nadu size. With more than 40% gone as western ghats and forrests. 2) Thick population density with the thrd densityvafter bihar and Wbengal making accute shortage of land. 3) the left leaning environment friendly attitude of people where they oppose many industry like the nuclear power plant proposed near kannur in 1990s . 4) the highest labour wages in the country. 5) The not so friendly attitude of kerala govts in allowing tax free zones to private.

    Hello, thank you for your continuous hard work, I really appreciate it. I can understand how hard it must be to churn an episodes every single day in addition to National Interest on the weekend.
    I thoroughly enjoyed today's show and it actually inspired me to use my GIS skills to make maps and derive insights from the data put forth by NITI Aayog. Happy share my maps with The Print, if needed.
    I just have a small complain about Shekhar Ji falling for a logical fallacy in today's episode - correlation doesn't mean causation. People living in cities are less poor than rural areas and that is why we should build more cities is probably not logically correct. Although it is true that people living in urban areas earn more but it is primarily because people who can't afford to live in the city don't live in it and that pushes up the average money that a household makes in a city.
    I also had another complain about number of kid per women in % where as it is a number but I see you have already addressed that in another comment.

However, I differ on your opinion on the need to have more cities and urbanisation of our rural areas. I have lived in UK for last 25 years and find an excellent quality of life in rural areas with good education, health care, etc. People only migrate to cities to seek jobs if required. In fact, a lot of people prefer to live in villages. As good agriculture is the backbone of any country, I feel the need is to invest more in rural areas and respect for our farmers who toll to produce our food. And whatever cities we have need to clean and better managed. The problem with India is not lack of resources but that of governance, a sense of responsibility to our jobs and the country.

      Sir, I too agree that village can provide better quality if life if we improve our governance there. But still I bat for urbanisation because of the "caste complexities" which can be reduced atleast if people adapt to cosmopolitan culture.....yes its a probability and possibility not an assurance but in a right way.
      Cities all over the world provide better livelihood but in India its livelihood + Dignity. I prefer my future India as filled with cities over village any day. Tks.

      Please stop with this village fetish. India grew so much after 1991 liberalisation only because of cities. Innovations and technology come from cities. Discrimination reduces drastically in cities as exposure increases. All that we need in villages are just good education and healthcare and road infrastructure. India should start building more tier 2 and 3 cities so the burden on tier 1 cities is reduced. People must migrate to towns so that governance becomes easy. In UK u can try living in villages because the cities pay most of the tax that helps in developing villages. Try living in country with only villages and less cities, u will just see 1947 India.

      Right. It is great that Britain never had a revolution like its rival France to have a progressive social set up. Several reasons which I am not listing lest it gets big. America never needed a revolution as the british white immigrants were well off with abundance of land. The end of slavery as well later.
      India has a still a rotten structure with 54% of farm related people as workers WITH NO LAND ( mazdoor) .In UP, the wage a labourer gets is 400 maximum a day.
      Add it with fact that in last four years, the people who get less than 1.99dollar/ day has increased from 7 crores to 15 crores, a huge majority in Hindi belt. So can't compare in any way even with poor European countries or even many poor latin american countries, let alone UK or US.
      We need drastic decentralised village oriented measures much much more than you said. What I undestand that it is nearly impossible for land distribution there in those poor states with feudalism and casteism reigning as it was decades ago. Pretty bleak.

    if not breaking the states at least they should form new districts(eg: Rajasthan has 33 districts whereas Tamil Nadu has 38).

    It makes perfect sense that more poor states have maximum representation in the parliament. Redistribution of power and resources is what politics and economics is all about, but rarely happens in a democracy.

    One of the less discussed part is the cultural and economic disparity within UP itself. For long western UP has faired well but has to be categorized down because it is part of this larger bulky state. Also, the cultural differences are too significant. The bahiya ji identity of Eastern UP is stigmatized to the people in west UP as well, when no one even remotely identify with it. With almost double per capita GDP and realtively better socioeconomic conditions than the Eastern UP, there is no rational reason these two regions are tagged along.

      If you read his articles in the 1980s you will realise his bias against TN. His opinion doesnt matter and he is not alone. TN has made significant progress in both economic and human development indicators since independence inspite of having close to 8 Crore population.

    🚨In my opinion, the word Shekar Gupta trying to avoid in the entire video is "Tamil Nadu". He could digest to utter Kerala and Telangana a few times but not Tamilnadu. Well, just once he said "Tamilnadu, Very good!".
    Tamilnadu is number 1 in overall index. It's not a small feat as it is one of the most populated States unlike small states like Kerala or Assam.
    Why then Shekar Gupta is avoiding it like a plague? I have two theories:
    Theory 1: (Dangerous one, indeed)Tamilnadu does not matter at all. The Print does not have any Tamilnadu presence, perhaps. That's ok. That even justifies this rant on 'Bhimaru' states. But if it is about his political aversion for Liberalism and social justice policies and politics, then that would be a travesty.
    Theory 2: Praising Tamilnadu, Kerala or West Bengal could spur Right Wing online warriors and that could lead to hashtags.

      not depend on the area. check the population density. kerala more than TN. in TN population density less and larger area and resources. so governance is easy. but kerala os different. so kerala is always way better than TN. if you want know you travel keralas north to south and compare with TN . or you can travel each village of kerala and compare with TN. i have travelled through TN so many times. i felt like same as some areas of TN with Northern states

    G.O.I is spending huge amounts on improving roads and attracting industries to the BIMARU states but I never understood that they are Missing the most imp factor for human development i.e, Education. The states with strong basic education policies and institutions will ultimately bring a change in long run.

    Hi sir,
    I noticed a very pleasant change in this episode which has been visible for some time. I remember the time when I used to have difficulty in locating the data points on the screen while you dictated the same. I previously had raised the issue multiple times: how we needed to highlight relevant sections. It is quite clear in this episode that the CTC team has made remarkable and very welcome progress in this direction. It's been some time since I have face the issue (although I notice d this only today).

    Arent these Hindi Heartland States/BIMARU States who get a lot of help from the center? This data is eye-opening. I am from Kerala so I guess we don't experience that kind of poverty or deprivation hence never saw it from that lens. But this data is worrying. And the fact the voters there really dont care it seems. If this is the data, that means a huge chunk of people in these BIMAAR states are feeling the pinch and still not doing anything about it. Why that is and what could be the reason behind it, I guess is more complex then just calling them - Ignorant. Kerala is no surprise - its always been way ahead.

      Yes they do but they’re coming from a very low base. So there has been some strong improvement in recent years but the absolute numbers in themselves are still bottom of the table. Also depends what help they receive. If it is unproductive expenditure like agricultural price supports, loan waivers etc then any amount of help will be marginal. I think UP will improve with lots of highway funding, and we saw that in the LEADS report Shekhar Ji covered. I don’t see anything that Bihar is doing to improve its condition.

      @@rohanindra6401 Yes they are coming from a very low base. But they have received a lot of support from the Center always. These states get a lot of the taxpayers money. Infact South States are neglected when it comes to tax payouts. And its also about the voters right. What do they want? What are they looking for? And if they haven't done anything about it then it clearly means there is a much larger issue then just communalism and caste system. You will improve on social indicators when you have policies or outlook that's non-discriminatory. IDK man, if UP and these BIMARU states improve, imagine how much we will progress. Now they seem to be like an Anchor but not in a positive way. They are really dead weight right now. And in Kerala for Examples these caste issues and all were taken care way back. Otherwise during the time of the Royals - Kerala was notoriously casteist.

Your state Kerala invested a lot in health and education which is why the indicators are the way they are. Societally women are also more empowered. Im from Karnataka so can perfectly sympathise with this feeling of resource capture by the north. I think until money is used for basic human services like health and education in the north rather than agricultural and middle class subsidies than they will not improve. Maybe centre should make funds conditional on end use. I think they need to be broken up too. A state of 200 million like UP cant be a singular entity under any circumstance.

      @@zaidshaikh1855 in terms of voters the issue comes down to a lack of options. And i think caste does play a big factor. Economic reform is not a vote winner. So you get socialist parties like SP or caste based parties like BSP that ran on identity politics and redistribution. If these parties are your options and you are incredibly poor that subsidies improve your life even if it doesn’t help in the long run what choice do they have? Maybe because they are in such a bad position they are conditioned to accept bad outcomes regardless and don’t believe change is possible.

    Lack of industrialisation and manufacturing sector is our main problem. We need manufacturing like China and Vietnam to provide employment to less educated labour in UP/Bihar/W. Bengal. These states have a lot of young people who need jobs. Our economy is entirely service based which will not do. To develop like China we need to develop in manufacturing.
