Well she was trying to prevent teens from pregnancy, STI’s, STD’s and HIV/AIDS. It was really bad in the 90s for teens. Nowadays issues is nothing compared to the 90s issues because nowadays HIV/AIDS and abortions aren’t as taboo now.
Probably someone who's trying to be professional. Also, this is Beverly Hills after all. IMO, there's the implication that such a well-off town has a look of its own.
