There's still a thing called the ACMA van you know, roaming the streets. Would be shut down within a few weeks and equipment confiscated. Do it a few times and they'll think about prosecution.
A fleet of ACMA (Australian Communications and Media Authority) vans (there are six) that roams the country tracking down illegal broadcasts and dealing with interference complaints. Play around for a few days and they'll miss you and not care. But leave it on for a month, or piss someone off by interfering with another licensed service and you'll get a nasty knock on the door. Remember most of these frequency bands have now been handed over to the phone companies.. who are pretty active in tracking down interference problems.
I'm in America, bro! Does that happen here? Even if analog is still being used by some radio stations and phones, everything will go digital someday and make all the analog channels completely blank and usable.

In addition, set top boxes had been readily available at very low prices for many years (we're talking sub $40 here) and numerous advertising campaigns had run advising viewers of the change. I'm sure somewhere there was some old coot who found themselves without a picture, but then again they're probably sitting there right now with their old bakelite phone on the table wondering why that doesn't work now too.

+RevolutionaryRocket: It's probably the same issue they had in 2009 in the U.S. When the analog transmitters were turned off, many of the VHF stations stayed on UHF rather than switch back. UHF doesn't propagate as far as VHF signals, so the viewing area is less. On top of that, they forced any station who was still running on a VHF channel to reduce transmission power by 10 fold (i.e. if a station was broadcasting in analog at 800kW, they were only allowed to broadcast their digital signal at 80kW after the transition. That significantly reduces your viewing area.
Well done to 7 for putting in the effort to sign off on a chapter in history.
