    What is defined by "wicked" according to this video?

      I did some digging, and it looks like "wicked" gets a few uses in Army-centered publications. An article from West Point considers operator error, malicious actors, and simple entropy to be 'wicked' problems that threaten the mission.
      The Small Wars Journal hosts a publication that states:
      "Wicked problems have no definable problem statement, no objectively correct answer, and layers of uncertainty and unpredictability that make efforts to “solve” them, especially through bureaucratic consensus, naive."
      So I think by definition it just means an open-ended, hard-to-define issue.
