I had a similar problem like this, 2 years ago. My solution was changing DNS server and the MTU size. (the well known "unrealible connection issue was fixed with the change of the MTU size too)
So, when he is not Hacking, why do he driving on the opposite Lane and Ramming as much Others as he can? When you having connection Issues, like you said, why should you driving wrong way then and "aiming" for the Trucks that you can not see?????!
